Introduction
Over the past 4 years, CCHC has developed an educational campaign to support coalition members and safety-net clinics in Region 1 of the Northwest Oregon Health Preparedness Organization to build and strengthen safety-net emergency preparedness.
The intention of this campaign is to direct clinics to emergency preparedness resources and tools to use in their own emergency preparedness program. This is a continually evolving resource, we hope that our partners will share insights, resources, and tools that have so that we can continue to build out this campaign and support this learning community.
- About the Emergency Preparedness Program
CCHC works with six counties making up the Northwest Oregon Health Preparedness Organization (Multnomah, Clackamas, Washington, Columbia, Tillamook, and Clatsop) to provide emergency preparedness resources, training opportunities, and emergency preparedness technical assistance for over 24 health clinics and community organizations located in the region.

Safety-Net Clinic Preparedness
CCHC helps provide assistance for safety-net clinic preparedness efforts by providing consultation on developing and maintaining emergency response, continuity of operations, and communication plans for member clinics. CCHC also assists with logistical and material support in times of disaster by providing items clinics may need to respond and continue operations, for example providing Personal Protective Equipment (PPE) during the COVID-19 pandemic.Trainings and Exercises
CCHC provides quarterly opportunities for member clinics to attend workshops and training exercises. These opportunities allow member clinics to learn best practices, new resources, and test their emergency response plans on a regular basis. CCHC also notifies member clinics of regional training opportunities that are offered by partner agencies.Partner Collaboration
CCHC is a vital partner to the region’s emergency management planning. CCHC works with the Northwest Health Preparedness Organization, the Regional Disaster Preparedness Organization, and numerous community groups to support and enhance strategic partnerships before, during, and after a disaster. CCHC attends regional disaster preparedness exercises and assists clinics who want to be involved in regional emergency preparedness efforts.- Partnership
This campaign, along with CCHC’s emergency preparedness microsite, are made possible by our partnership with the NW OR Health Preparedness Organization (HPO).
The HPO is a regional planning collaboration of regional hospitals and health systems, local and state public health, county emergency management, emergency medical services, medical societies, safety-net clinics, and behavioral health. The HPO works to ensure that Northwest Oregon is prepared and responds effectively and efficiently to large-scale health emergencies that have impacts across institutional and jurisdictional lines.

CCHC maintains an emergency preparedness information network to share good practices, opportunities, and resources spanning six counties with over 24 clinics in Region 1 of the HPO. These counties include: Clackamas, Clatsop, Columbia, Multnomah, Tillamook, and Washington counties.
