Tobacco-Free Education & Outreach Program
At CCHC, we believe that everyone deserves the chance to live a healthy life, free from the harms of commercial tobacco. But across Oregon, commercial tobacco use remains a leading cause of illness and early death, especially in communities of color that have been intentionally targeted by the tobacco industry.
We’re working to address the root causes of health inequities and help communities become—and stay—free from commercial tobacco. And we’re doing this work in partnership with the Oregon Public Health Institute: Right From the Start and Greater Northwest Community Health Collaborative.
Our Tobacco Prevention Approach
CCHC’s commercial tobacco prevention work focuses on equity, access, and community engagement. We collaborate directly with our member clinics and community partners to:
- Provide culturally tailored education and resources about commercial tobacco risks and cessation.
- Offer support for evidence-based interventions that help patients quit commercial tobacco and reduce exposure to secondhand smoke.
- Advance tobacco-free policies at the local and state levels.
- Address tobacco-related health disparities through outreach, training, and coalition-building.

Trainings
We offer key trainings to help clinics and communities prevent commercial tobacco use.
- Tobacco Prevention, Intervention, and Education (PIE) Training
Clinics, community organizations, and community health workers can get culturally tailored, evidence-based training to prevent and reduce commercial tobacco use—especially in communities of color targeted by decades of industry marketing.
Our commercial tobacco prevention, intervention, and education training helps participants engage individuals and communities with practical tools that advance equity and create healthier environments free of commercial tobacco.This training is offered about twice per year. Participants:
- Describe the links between commercial tobacco use, chronic diseases, and health disparities.
- Increase capacity to provide commercial tobacco prevention, interventions, and information.
- Use the “2A’s and a R” method as an intervention tool and technique.
- Identify appropriate tobacco prevention information and resources.
- Practice hands-on techniques to support wellness and cessation.

- Culturally-Specific Tobacco Training
CCHC offers a culturally specific commercial tobacco prevention training designed for and with the African, Black, and African American community.
Delivered in partnership with the Oregon Public Health Institute, The Impact of Racism, Stress, and Trauma on the African Diaspora explores how systemic racism, targeted marketing, and chronic stress have fueled commercial tobacco use in Black communities for generations.
This training provides a space for learning, reflection, and empowerment. Participants:
- Explore the history of systemic racism and its connection to commercial tobacco use and industry targeting of the African diaspora.
- Deepen their understanding of how racism, chronic stress, and trauma affect health outcomes.
- Learn how to turn this knowledge into community-driven change and advocacy.
- Honor and uplift stories of Black resistance, resilience, and joy.
Grounded in cultural humility and healing, this training centers Black voices and experiences while supporting meaningful action for health equity.
Why This Work Matters
Commercial tobacco use is deeply connected to social and economic inequities. Communities of color, low-income populations, and individuals living with chronic illness or mental health challenges often experience higher commercial tobacco use rates and more difficulty accessing cessation services.
